Scripps Health was conditioned as part of a prior discretionary approval to grant additional right-of-way along the northerly property frontage and widen Devonshire Drive. Conditions also included designing a retaining wall to support the road widening and also act as a noise barrier for adjacent property owners. In addition, Scripps has been conditioned to underground the existing overhead facilities along the property frontage, provide requested traffic calming measure, provided landscape and irrigation plans, as well as striping and traffic control plans. Scripps was also required to provide improvement plans for the public water main extension to create a loop, as required by the San Dieguito Water District.
